Everton got 10 points docked and the most points docked was in the 2008-09 Luton town where they were docked 30 points. 30 is too harsh and 15 is just not enough for a club with 115 charges. Perhaps 20 or 25 point deduction would be better. Sure it's a 5 point difference if you do it as 20, but that's basically 2 wins/ a win and 2 draws/ 5 draws taken against you. So I'd say 20~25 point deduction would be fair.
You have to also force them to sell some of their players and make a modified cap preventing their spend after those two years because all of their actions that caused these charges have enabled them to become as financially stable as they are.

And why should we take the titles away? That would mean taking away winners medals from players and managers who most definitely didn’t cheat. if you played at a club that scored 100 points and they cheated 9 years ago completely without your knowledge how would you feel?
I’ve studied this far more than most people actually have and even what I’m suggesting is extremely unlikely due to the nature of the charges. There simply isn’t enough evidence.

The money that's been spent has gone into the area, the ground, the academy, the women's team, marketing and back office. The club has spent as much on salaries and signings as the other teams and they've all done it comically badly. The team is indomitable because of Pep not the oil money

Uh, no, owners are only allowed to spend on the things you mentioned at the beginning. That money is far, far more than enough to pay for that. They obviously used that money to pay for player's wages and fees, which is against the rules, and covered it up, which is against the rules (and possibly illegal) and refused to comply with investigations, which is against the rules. A body such as the premier league doesn't just accuse a club of cheating if there isn't something that obviously proves them cheating. Even if city are let off lightly it won't mean they didn't cheat it would only mean some charges would be difficult to prove.
And difficult to prove doesn't mean it didn't happen. City have obviously done a lot wrong and have cheated but question is how much will they be punished for
