I have been using grass clippings for a few years. I do not wait for it to dry, I do get some matting. I leave some space around the plant roots, for water to seep in when I water, I hand water, no pipes or drip hoses. I like that it reduces splashing and weeds. I have a lot of clay, and feel that tilling in the grass, loosens the soil.

I grow tomatoes and peppers for my roadside stand. I heavily put grass clippings in and around the entire garden for two reasons: mulch as well as keeping the weeds down
I used to use grass clippings in my garden when I lived in Oregon. Here where I live in Arizona I don't have a yard with grass and I miss having it available to use in the garden.

I'm one of those few people who don't have grass in their yard. I live in Rio Rancho, NM and the sun is just too harsh to keep up a grass lawn.
Are you supposed to move the mulch aside when you water, then move it back? Otherwise wouldn't the water just sit on the Mulan and evaporate?
