I don't think Gunn was trying to do the bare minimum promotion for Penguin because he didn't care about it. I think it was because the Penguin was already likely to succeed, but Creature Commandos wasn't. He had to put in a lot more work to get people excited about a show featuring an obscure team, than Matt Reeves ever did for a show featuring a Batman villain, and potentially Batman himself.
I respect your hustle. But the whole point of the DC elseworld brand is so projects like The Batman can continue. Why would he discontinue a Billion dollar movie?
