It varies with each department. Normally, it’s part of the application process and others it than separately.

It varies with each school. Sometimes it’s done concurrently with the application process and other times too it’s done separately which with/after admission.

Hi Kingsley, I watched one of your videos on East Tennesse State University, and I applied for the spring semester. I got a response around November (last month) that I am being waitlisted. Since then, I haven't heard anything. I don't know what this means for me as the spring semester is upon us

That’s quite unfortunate, do well to email and also call them.
Just email them and request for the status of your application. Wait-list means that you are on waiting list. They have already picked their strongest applicant. They will call on you when some of their strongest applicants do not show up. Chances are people getting admission to multiple schools so u still got a chance. If possible defer to fall 2023 and remain on the waiting list

GA for undergrad is rare but for some programs they do offer such termed as "Tutorial Assistant" and normally for students already enrolled in the program. For undergrad or bsc related programs funding normally comes in the form of scholarships.

Your question is not clear but if I do get you lemme take it this way.
The GA is offered by the department or school to help cover for your educational expense so you'll need to apply to that school and work on the GA concurrently.

With the G.A I heard it's offered to students for only a year but can only be extended upon renewal by the department how true is this please?

Each department got their t&c, it behove on you to read that with respect to any school or program you are interested in.
Normally, it is renewable based on your academic performance.
