Yeah you can work while schooling : 15H/ week during School days and 40H/week during holidays. For the dependent, you can't bring the directly, maybe after a period of one year and you already having a house to recieve them

You can't apply for the scholarship directly. Usually you must have already gain admission letter before applying for the scholarship or in some cases, the university itself ask you apply to the scholarship when they review your documents
Actually for applying in a master program you don't need support document. All you need to really upload is the certified copy of the Bachelor degree and the different transcripts

For international student the only scholarship available in the university of Luxembourg is the one for master. Applying for undergraduate course in Luxembourg when your an international student is not really worthy. I'm saying so because in Luxembourg even if you only want to apply for Bachelor, you must have already make three years of universty in your home country. So it's really more suitable and simple to go for the master directly instead
