as someone who's worked on 3d animation esp for games in the past, a lot of pieces of software will auto-tween movements between keyframes, and it can end up a bit buggy at times. it'll even do so if it's going from a pose to an identical pose (this can actually be a great rough starting point for a looping animation like an idle! it provides just that little bit of bounce and movement), so it's probably just a part of the motion data doing something like that that the devs never bothered spending the time to clean up, as it would go totally unseen either way
