My guess is he can only use so many quirks due to the fact that. Quirks reject him. So my guess is he uses his quirk to force them into subbmition in the vestage world. However the more quirks the more strain it is. Or he intentionally limits the number of quirks he uses at a time bc it is difficult to figure out how to use them all in unison.

​@@rippolitics9719 He did not use only five quirks, but yes, after his defeat to All Might the number of quirks he can use in succession largely diminished. When he was at his prime he had no limitation at all. He could even use all his quirks in a single move.
