Google probably does not employ street view drivers directly. They probably use various local subcontractors (like Amazon does with its drivers) and the IRS 1099 comes from that subcontractor. This isolates Google from liability and reduces unionization risk.

First hand experience being in one for a good decade. While it looks like you don't have to join, the actual application was completely different and it doesn't break any laws. Basically, the union in the district I was working, if you're not part of one, your position can be given to someone who is. Also, while the entire district is failing and mostly because of the staff and the board with connection to the union, they actively fight against any charter whether independent or not from starting up in the area despite said charter willing to pay lease or even buy old lots of the buildings that the district hasn't used in over a decade when they closed local schools.

I did that many years ago in Arizona. I was speeding, going across the open desert makes that a pretty common temptation... As I came to the edge of a small town, I dropped it down a bit, but not soon enough, and saw a state trooper running radar. I knew I was busted, so I just went ahead and pulled over. He was so confused, he didn't even know what to say! I messed up his usual approach, because he hadn't really pulled me over yet. Then to compound his confusion, I already had my license and papers ready and handed them to him as he walked up to the window. I ended up just getting a warning, but it was almost a SNL skit.
Now the fun continued. I was hired as a police/ES dispatcher for another small town nearby right afterwards, and on occasion, that trooper had to stop by the station for prisoner transfer, paperwork, etc. Every time I was on duty, he would look at me, and you could tell he was thinking, "Dang it, I know this guy from somewhere". I never told him. :D

4:45 - I did a 1 month contract working for one of the major map companies, they put us in two man teams and one driver would use their GPS while the other used the competitor's to test their efficiency. The instruction we were given was to drive "at the pace of traffic" since they wanted to see how the average driver using it would be. They didn't want us to race to the destination, but they also didn't want us to crawl at the speed limit if traffic was moving 15mph faster (we were in Los Angeles). They gave us the conflicting instruction not to break the law, which I'm not sure would have covered them but they're a huge company that knows better than I do. There was even some weird thing in the contract about "you might be exposed to sexually charged material" that cracked me up.

Sometimes that happens. Had Google tell me to make an immediate right in Quebec. The thing is, an immediate right would take me through a guardrail, a median with a ditch in the center, another guard rail, 3 lanes of oncoming traffic, a third guard rail, a fence, a deeper ditch, up a goat-path or reasonable facsimile thereof (I could see a narrow trail of gravel in the grass), through another fence, and _then_ onto the on-ramp for the highway I wanted to be on. That same trip, I got tired of the highway and decided to ride on surface streets for a while, and they took me down a nice residential street that got rougher, and rougher, and started getting holes in the pavement, then occasional pavement in the holes, then a dirt road, and I finally turned around when I came to a fence with a hole cut in it and on the other side a cowpath across a grassy field, with a rather glum looking farmer with a shotgun standing by the hole.

One point I would mention is, the Google Streetview apparatus is likely not as integral to the vehicle as you might imagine. For reasons of curiosity once, I looked at the Google "Street"view of Iqaluit (an extremely remote town in Northern Canada). Remarkably, there is a streetview! But... if you look at the shadows, you can see that the pictures were taken by someone walking around with the camera rig mounted on a pack on their back.
At a guess, when you get hired to do this job they ship you the camera rig with instructions on how to mount it, where they want you to go, and some kind of contract which indemnifies them for what you do in the process. You're probably not even paid by the hour but rather by how many miles of road you get pictures of (if the pictures are approved for posting.)

The Google Streetview car is continuously logging GPS position and time data. Since it knows when and where it is at all times, Google also knows EXACTLY how fast it is going at all time! It would be trivial for Google to scan the data at the end of a recording session and tell drivers, "Your peak speed was more than 10mph over the speed limit... you're fired!" Google maps also keeps a database of speed limits on roads, but since it's based on recognizing speed limit signs recorded by Streetview, it's not complete and not always up-to-date.

I've got a feeling the drivers have bonuses they can't get without speeding all the time. *edit I'm exaggerating, I really mean it's not easy without speeding* I drive a lot and the two booking platforms I use will frequently give significant bonuses for a certain number of bookings in a certain time period and it takes working hard every day during that period to be sure you can get it without speeding. I also know that every time a driver speeds on the booking platform they don't necessarily get reprimanded, so it can look like a way to shortcut your time with a feeling of no harm no foul, especially since professional drivers frequently have better driving skills than most people, or at least they think they do! I would imagine that if you do it enough without getting caught you get bolder and bolder, especially when there's a 6-lane highway with no traffic (55 mph with 40 for a school zone? I wouldn't want to be a kid crossing a big highway like that, and at 40 an SUV will not spare a pedestrian devastating injuries).

The fourth time, the cop sees a light down the road, starts clocking. 140 mph, 150, 160, 170, 180, 190, 199 blink blink blink. The light goes out. *WHOOM* the officer is knocked flat, every piece of glass in the cruiser is broken, two lights vanish into the distance.
He was clocking an F-4 down on the deck with everything hung out at 150. Light went out when the gear came up. Was doing Mach 1.2 when he passed the cruiser. Lights vanishing into the distance were the exhaust in full burner. No repercussions--seems the base commander and the squadron commander also had issues with that cop.
