  • LAPSING OF THE BILLS :
    In the Indian parliamentary system, the lapsing of bills is a process where proposed legislation (bills) does not proceed to become law due to various reasons such as the dissolution of the House or the end of a session without the bill being passed. Here’s how lapsing of bills works in the Lok Sabha and the Rajya Sabha:
    1. Lapsing of Bills in Lok Sabha:
    **Dissolution of Lok Sabha**: If the Lok Sabha is dissolved before a bill passed by it has been passed by the Rajya Sabha, the bill lapses regardless of its stage in the Rajya Sabha.
    **Pending Bills**: Bills that are pending in the Lok Sabha lapse upon its dissolution.
    **Money Bills**: Money bills cannot originate in the Rajya Sabha and thus lapse with the dissolution of the Lok Sabha if not yet passed.
    2. Lapsing of Bills in Rajya Sabha:
    **Dissolution of Lok Sabha**: Bills originating in the Rajya Sabha but pending in the Lok Sabha at the time of its dissolution will lapse.
    **Bills Passed by Both Houses**: If a bill has been passed by both Houses but has not received the assent of the President before the dissolution of the Lok Sabha, it will lapse.
    **Bills Pending in Rajya Sabha**: Bills that are pending in the Rajya Sabha and have not been passed by the Lok Sabha do not lapse upon the dissolution of the Lok Sabha.
    Special Cases:
    **Joint Sitting**: If a bill has been passed by one house and rejected by the other, or if amendments are not agreed upon, or if more than six months elapse without the bill being passed by the other house, the President may summon a joint session to resolve the deadlock. This scenario doesn’t directly cause lapsing but is related to the legislative process.
    **Reintroduction of Bills**: A lapsed bill can be reintroduced in either house of Parliament in the next session or the new Lok Sabha after elections, starting the legislative process anew.
    Understanding these rules helps in grasping how legislative priorities can shift with changes in the political landscape, particularly after general elections when the composition of the Lok Sabha may change significantly.
