My dad does construction and I think from the looks of it they may be running electrical underneath first get the electrical set up and they’ll probably work up, I believe they use giant pvc to lay power lines or sorts as well :) but again like you said could also be water lines but seems like that wouldn’t be done as deep as electrical lines but I’ve only seen my dad’s projects so what do I know 🤷🏻♀️🤣
