You can't have some soldiers working a four day week while others are there full time on the same money. Asking for trouble

No!! DONT compromise or negotiate standards! That is the quickest way to erode the moral of a unit!

Why not? It's always happened. Guy in one of my units was a hammer throwing champion and took time off for training. Others I knew in the boxing team took time off, I took time off for my sports. If done on a case by case basis then the OC/CO makes the decision. You're simplifying a complicated argument, but the issue is manning. If strengths are increased to what they should be then there's room for every case to be assessed. Guys also used to take time off for compassionate leave, this could be a consideration. Lots of precedence and if the system is managed well then guys know they have a good welfare safety net. The Forces are a broad church and need to keep abreast of changes in all ways.

Career breaks for one year could be the answer.
