No it probably has to do with how Fauna is herself a celebrity, but one whose true identity is unknown. They likely just put the art through an image search and plagiarism detector, hit on vtuber Fauna's results, and assumed that this girl looking to paste the art on her phone case was a rabid Fauna fangirl or something.
She's definitely not talking about printing out a Fauna artwork as her phone case. That is an entire warehouse of trouble if she did that after becoming fauna. She's made a lot of OC characters, and is almost assuredly she is talking about one of those.

Technically any fanart is still owned by the original copyright holder, not the artist. That would include Fauna herself as she is just an employee playing the role. In reality the site is completely filled with stolen content so it makes no sense ofc.
