I get turning off popcorn randomizer for Library but I really hope you turn it back on for Two Betrayals. Just that elevator sequence would hilarious to see
The NPCs appeared friendly at the start because in the original level they're friendly to keep the player confused and guessing / hopeful. It makes the level more mysterious because you never actually find friendlies in the early part. I'm not 100% sure but I think some appear friendly because they're infected humans and hence still have their friendly transponders or whatever they are. Or the Chief's suit is confused by the new enemy.
The units on the edges of 343 QS map are designated as friendly or "yellow" because they are human flood, it was probably used to incite mystery to players who were keen eyed to look at the high edges of the map on creatures that appeared human & friendly on the radar but had a weird silhuette.

I think in order to keep the dialogue, the guy kept the original characters somewhere. That's why the crazy marine was still randomly squatted in at the start of 343GS, why Johnson was in the Jenkins recording (as well as his randomised clone) and why Johnson is at the end of the Maw next to the two random characters
The pelican in the Jenkins recording is empty probably because the marines randomised into something that doesn't have an animation for sitting in the pelican. So I'm guessing they spawned as elites or something and just fell to their deaths
Marines had enough for all the coming playthroughs because garish shoots them for grenades & dialogue skips, so they joined the enemy side, some covenant & flood were confused and joined chiefs side
8:59 is always gonna fascinate me the most cuz even some of the Covenant and Flood that were in the cutscene was like interacting and reacting to some of the stuff in it, I love this.
What I think is really creepy and interesting is the amount of NPC's that are actually at the beginning of the level that you never see normally. The randomizer turns them into normal enemies that aren't scripted to hide from you, so it reveals how many have actually been there off in the distance the whole time.
These hour-long episodes of "Garish Gets Rigged" have been fantastic
the moment the doors opened in the flood reveal fight is gold. I can't stop laughing.
