The tail you see is the backtrack. If you hit the tail, his position is backtracked by the server and the shot actually counts as a hit. Seen a lot of forward track in Overwatch (killing the enemy before the model is visible)
In the beginning he is using Backtrack 200ms, no aim assist, sound esp and visible charm/backtrack charms. In the end he toggled, aim assist, magnet trigger, invisible charms.
Third person is usually used when you're using rage anti-aim as well to see where your silhouette is in relation to the angle you're peeking. But if you're using auto fire with no anti-aim I guess you could do the same thing in this very specific scenario
