Hello! Yes. I dug out a “ trench “ of about 3 “ - the depth of the black plastic liner. Then put down paper/cardboard then placed gravel on top of the paper. The next step is to form your “river rocks” as large or small as you’d like and then fill in the negative spaces with more stone when those are dry. You could use sand and then form your concrete stones on top. I hope I have this clear for you. You don’t put a top coat of concrete on top. That will start cracking
