No, you're seeing contrails. Cloud seeding is done at cloud level and doesn't leave long trails. As a weather front approaches, a band of colder, moist air is pushed in ahead of it. This creates ideal conditions for contrail formation, and is why you'll often notice more contrails just before bad weather. It's not the contrails making the weather, it's the weather exacerbating the contrails.

Cloud seeding was not invented in 1949. There are US patents on cloud seeding dating back to the late 1800's..
They used this in Vietnam to increase rainfall and cave the Vietcong's tunnels. Agter that ismt was banned from military use.
