They kept rolling even though they had been lit up with more than ample opportunity to pull over, as soon as they stopped they hopped out of the truck, they knew he was there, he told them to stay in the truck, dude was literally walking away, entering the bar. He had more than enough reason to treat them like that. It's not like he beat on them, He did what he had to do to get them restrained, there were two guys ignoring his directives after they had been lit up for a while because of traffic violations, if he had handled it differently, or more gently to appease you, it could've cost him his life.
