ford fuel tank strap bolt just spins

I cut the strap removed the tank, then with the tank out of the way cut the bolt, put a new strap and new bolt, put the new bolt upside down - so the nut is on the bottom where you can get at it next time and put never seize on the threads.

I just need a video on how to replace the strap so I can have my bf do it because I’m not paying $200 for this to get fixed
