A contingent of Brazilian military personnel marching to the sound of a band playing the Batista de Melo doubled song would attract and bring joy to many more people in this same place.
It's called a kilt, if they wore anything under it then it would be a skirt, and the kilt is only worn on parade nowadays, in combat they wear the same camouflage uniform as the rest of the military, as an aside during World War One the Germans nicknamed the Highland regiments 'The Devils in skirts' because they still wore the kilt into battle.
The bar restaurant I was in all stopped for the 2minutes! Loved it. Greetings from Thailand.

The pipes and drums band from the Drum major to the pipes and drums looked and sounded great. The other military band sounded good too.
