Scaling issue! Lvl 70+ characters CANNOT disable exp.

Blizzard has eliminated the option for Level 70 characters to stop gaining experience points.
The scaling in modern #worldofwarcraft does not feel good. Why are level 70's outclassing level 78's?

I just started playing the game for the first time Myself and I can already see this issue at level 52, which forced me to completely rework my Skill trees, which creates imo another problem and ironically the same problem D4 had at launch where you are forced down into using a specific Skill build to even be considered effective.

And being forced into a certain build is what originally killed the talent tree in WoW. We have a fix coming for The War Within today but hope this gets extended down, into older content.
