However, there might be local leagues which may allow this to happen but not in a league/tournament sanctioned by FIFA

No, I don't believe this would be allowed anywhere in the world, unless it touches anybody before going in.

Can the goalkeeper receive the ball with their feet, after the ball has crossed the halfway line, and not been touched the opposition?
