Due process laws in the United States require you to have a bail hearing unless (typically) it is a capitol offense of some kind. It's a constitutional requirement, no matter who the person is.

We need to determine who exactly wrote the letter, but my biggest concern, at this point, is why does this letter need to be publicized? Whoever made this letter public is, now, just as guilty in my opinion. It's as if someone truly wants these instructions to be followed through with. The letter could've been spoken about as a "manifesto" without mentioning the full contents or publishing a photo copy of it.
