One thing missed here is that you have to first be employed for at least 90 days. You have to contribute towards Employment Insurance from your pay Cheque and then it's your own money that you get back. There are almost or more than 50% taxes that working class people pay in such countries. Nothing is for free for working class.
Yes, poor people have social housing. But there is mandatory health insurance (which takes the biggest chunk), high travel cost (Scandinavian country have highest in the world), utility bills (same point as above) and grocery cost (Finland is one of the costliest country). 800 EUR doesn't cover that for sure.
