Though it can occur, especially from specific NSS or KIN setups and frametraps. And even then, due to its sudden strike nature, it is usually left unpunished, or wrongly punished. Usually, you'll only get launched on block by a very solid player, or a yoshi painter.
Is Geese's Deadly Rave not considered a special move? It requires a full button sequence in precise timing. Then again Lucky can perform inputs to make it more damaging, but his Deadly Rave requires the inputs to actually perform it
