if you were like me and confused why it said Savnak wouldn't spawn on the island of time It's because someone else has already spawned it on the map. I was fishing and opening jars for no reason until I came to a bunch of them that said "you have to wait a short while after defeating Savnak". All I had to do was walk to the other side of the map and kill him because he was already spawned.
Combat level requirement for each island should be mentioned in this video. The second stop on this tour, Fortuna Island, is a high level place for someone who, as you say, "has been to Athertine". The mobs on this island will absolutely destroy you and you won't put a scratch on them if you aren't high enough level. This collection is NOT a "beginning of the game" thing to do. This rule applies to most of the collectibles in the game. Don't let them distract you from getting to end-game because you will need end-game stats and songs or some other thing to complete these collections and you will waste a lot of time hunting for things you'll find out the hard way that you aren't ready for.

didn't mention that you have to be level 99000 to do the tower quest at the end , which switches to Vern tower.
