When Panini was alive and writing, another language was there named Brahmi . The Brahmi is god and wife of Brahma . Panini native place was Taxila where university existed for Hinduism, Budhdhism and Jainism for centuries till Alexander first attacked this part of land and to be followed by many invaders. Incidentally kings of Taxila were ancestors to Samrat Ashoka and Mauryas who spread brahmi in the form of Prakriti in East India. Incidentally all indian languages take sanskrit grammar in their stride including pronounciation , Proposition etc grammar part of sanskrit. But Sanskrit was having written script of Sharada and Gurumukhi before arrival of Devanagari and grantha (letters derived from Brahmi after some alterations every century) . But Tamil is the first language that evolved new grammar rules and way of writing outside the many grammar rules of sanskrit because Chola, Chera and Pandya tamil kings were having university in Kanyakumari's Nanjilnadu i..e a part of Chera and Pandya kings in Sangam era and also in Kancheepuram and Poompuhar . But No visible evidence is there in Kannyakumari and other university town being Poompuhar because of sea invasion. Kancheepuram only has survived with clear evidence of history.

I will explain. Panini has given a lot of rules of how to derive words in Sanskrit from roots/stems but sometimes more than 1 rule is applicable, so how can we decide which rule wins? For example, if I want to derive a word and I can use conflicting rules A and rule B, then which one of them should I choose? To resolve the conflict, we need a meta-rule, which means a rule for choosing between rules.
Panini had given a single metarule in the Ashtadhyayi called 1.4.2 विप्रतिषेधे परं कार्यम् but its meaning was not clear and many people in the past thought 1.4.2 meta-rule says that we should pick the rule that comes later in the Ashtadhyayi (e.g., if rule A is from chapter 2 and rule B from chapter 3, pick rule B). This was incorrect interpretation and lead to many incorrect grammatical results which needed to be corrected by other rules that people had to create.
Rajpopat found that actually the meaning of 1.4.2 is that we should pick the rule applicable to the later side of the word and it always leads to correct grammatical results. For example, if the Sanskrit word is made of roots w-o-r-d, if rule A applies to "w" and rule B to "r", then rule B wins because it operates more right.
