    Roads policing officer here. It’s not unusual for people to get stranded in the central reservation, as if they break down in lane 3, and lose power, they are often unable to get across to the hard shoulder in heavy traffic. Then get out and wait in the central reservation as it’s far safer than staying in the car. I suspect that’s very possible that happened here, their car could be further up ahead. Sometimes people will walk along the central reservation to find a better spot to cross, or just start walking to get help but haven’t been able to cross yet. But of course people will try and cross motorways and then get stuck.

      @@ashhoughton Yes, but and there could be a unit with the vehicle up ahead fending off, maybe a single lane closure… maybe there is no car, simple answer is we just don’t know what was going on based on that clip alone.

    Rolling Road Block, A lot of the time the vehicle doing it will have a "Don't Pass" Message on the back if they have a board. Highways also do these often and worth knowing what to do if you encounter one. Thank you for sharing this with us!

      I've only ever seen those signs on marked vehicles, dunno about unmarked vehicles but it didn't seem like in clip

      @@Rybo-Senpai It depends on the force, My local force have them on all unmarked traffic cars and lots of other forces do. Just depends on force specific policy/vehicle design I guess!

    Same thing happened to me a few months back. I realised what they were doing and moved over into the left lane and slowed down leaving a 100m gap between me and the police car. Some clown in an Audi thought he now had an open road ahead and blasted by me only to slam on his breaks and then swerve in front of me when he noticed the police car.

    I just passed my driving test a few weeks ago and I was right at the front of one of these motorway traffic stops the other day, for one of my first motorway drives. I found it a little confusing at first but I soon caught on to what was happening.
    Thanks for sharing the clip. I would have found it really useful to be aware of what these situations look like before experiencing it first hand, so I'm sure this'll come in handy for others.

    Had this once happen to me as they were talking a person down from a bridge over the road.
    Thankfully they managed to talk the person down ok, but more than one person was laying on the horn, and another tried to use the hard shoulder to push through.

    I’m a roads policing officer and carry out this manoeuvre near enough every shift. The police officer does well but it is not uncommon that as soon as a slip road appears drivers will move over into it and start moving back up to motorway speed. I usually try and occupy the slip road as well before bringing the rolling block to a stop or bring it to a stop before the slip road begins.
    Sometimes people are too impatient and feel if they don’t get past they will be delayed by a really long time where as usually it’s only for a couple of minutes.
    I tend to try and build up as much traffic as possible behind me, strangely enough the more vehicles behind the easier it is to control
    The camera car and the other vehicles directly behind the police vehicle do well 👍👏

    you missed the near accident in the slip lane at 1.16, the red car tried to change lanes as the black car came down the right lane on the slip. black car had to break hard and red had to swerve back to the left lane.

    I've seen a couple of comments about how the pedestrian(s) is an idiot for ending up there. Before passing judgement can we maybe take a moment to consider that maybe the *individual* involved was in an altered mental state, possibly due to dementia or some kind of mental health condition causing them to become lost and confused? I'm so glad that those judging this individual are so confident that they will never end up in such an altered mental state, however the reality is it could happen to any one of us at any time. Some forethought and compassion before we make assumptions and call others idiots please people?

      There is a Section of Motorway near me that gets a lot of Pedestrians. The Motorway crosses a river with an on - off slip road on each side. However to walk or cycle this crossing requires you to go almost 2 miles longer than the 600m of the Motorway from slip road on to slip road off.

      Highly unlikely it was a mental health/dementia issue as the officer would have stayed with them, or put them in their car. I suspect they broke down in lane 3 and their car was not caught in the dash cam footage.

      @@BadgerBob it looks to me like two officers escorted them to the hard shoulder, and one remained with them while the other retrieved the car. If it was a lane three breakdown though, point would still stand, a breakdown of the mental or mechanical variety could happen to any one of us at any time, and it would freak a lot of people out to the point they wouldn’t know where to even begin.

    Brilliant learning point Ashley.
    Motorway driving is so comfortable it’s easy to forget how dangerous it can be when a car breaks down.
    Great job by the 5-O here - and luckily not much traffic.
    I witnessed a similar one recently where they had a terrible time trying to stop (herd) traffic with two exits lanes, busy traffic and a stopped car in lane 1 of the main carriageway.
    I was about 3 cars behind and my heart was beating hard as a mom tried to find safety for her two kids.
    One patrol car did the work with one brave officer running between the exit lanes trying to hold back impatient xxxx’s

    Year ago when panam disaster happened over Lockerbie my farther and another family friend got stopped by the police and asked to help stop all the traffic on the motorway as the police didn't have enough resources to stop the traffic quickly enough. If you see there iis an incident it's always worth putting the hazards on amd if you see cars in all lanes have hazards on you shouldn't go past. People don't put the hazards on for a long period unless something is happening up ahead

    The main problem in UK is the total lack of minimum mandatory professional motorway training. Does not help NHS/ emergemcy service pickup up the pieces.
    We dont need more cctv and cameras, we need eyes attached to optical nerve sending signals to braincells able to interpret visual information and decide on action . And communication so that others can help more of road users having a meaninful use of available road space left between ever increasing waistlines of private big vehicles and ever shrinking mental horizonts with in vehicle screens/ entertainment. 😅

      The problem is that not everyone can be clever, or considerate. Not everyone is. Many are thinking about how to get quickly from point A to point B. Luckily, police cars help to cool the people down quite a bit.

      While it would be a good thing for people to learn motorway driving, how will someone in Cornwall get motorway training when the M5 stops at Exeter in devon?

      @webrosc yes , it will be same on islands. I would hope that a good instructor could teach the basics of slip road joining manoeuvres, over taking, safe lane changes at speed , differential speed , off set driving , observation skills , finding a safe spot to stop for emergency break down ( i see than daily sitting in car without seat belt on hard shoulder to be run in beside life traffic at 65 in lane 1) and more on a local busy dual carriage way . But i see daily drivers endangering own and other lives with lack of those basic skills.

    Rolling Road Block have seen these on traffic/motorway cop shows a few times, this is an interesting video not a situation you come across too often and it is interesting how you see some drivers are fully switched on and can see whats happening and then other are totally oblivious, shows how little some people pay to their surroundings

    On M 60 , I remember we had once a load of live chicken loose from an open rrailer / truck and it was common in the past that CYCLISTS simply decided a short cut WALKING across the M 60 is the QUICKEST WAY HOME😅

    The police are using a manoeuvre I often do on the bicycle - I call it 'wobbly cyclist mode' - works a treat at preventing dodgy overtakes!

    Seen this a few times on my travels and most of the time everyone helps out and blocks lanes with the police. Lorries are good for that sort of thing
    Not sure why, with the other officer as close as they were, the lead vehicle didn’t hold back 200 yards when it was three lanes and the slip hadn’t widened or even slowed down more to create a sterile area for the other vehicle to use. It all worked out in the end and an interesting clip that many won’t have come across 👍

    Had the police do this to me/some others on the M2. Eventually they ground us to a halt, and it turns out a ladder had been demolished by a lorry or something and there was metal splinters everywhere. They hopped out and threw it all into the side of the road.

    I once saw a lorry parked up on the hard shoulder with the lorry driver on the roof of the trailer as people were climbing up out of the roof, down the sides and running across the motorway. Illegal immigration in action and quite a dangerous situation. I called it in, but waited for a safe place to pull over to use the phone. I looked into this later and I would have been ok to use the phone whilst driving if calling in an emergency.

    Overhead gantry lights could give drivers warning as well?

      Overhead gantries are not installed on all sections of motorway. They can of course be found on "smart" sections, and on some of the more complex areas near conurbations, but you simply can't rely on them being installed where they might happen to be needed. Nor, frankly, can you rely on the average motorist to read and obey their indications. Which is why "smart" motorways are actually a dumb idea.

    1:15-1:18 The red car on the slip road didn't understand the black car was still obeying the roadblock, which, combined with the careless lane change, could have ended quite badly. Glad everyone reacted well.

    Friends down south have seen a lot of these pedestrians on motorway incidents in the last 5 years, it's the boats that don't get caught, people who don't understand UK roads, trying to navigate a strange place.

    My partner had to report someone on the m62 a few months ago. They were just after the huyton exit they werent near a broken down car or anything they were sat on the crash barrier on the hard shoulder with their head in their hands so we suspected they were having a bad day and had some bad thoughts going through their mind. I really wanted to pull over and see if they were ok but i was in the outside lane overtaking as i seen them and i also didnt wonna spook them. 😥 Im sure they were ok though because i didnt hear of and incidents that day. Just hope they were ok. ❤️

    The first time I saw that police tactic was on a very quiet dual carriageway. I think they were either training or testing the manoeuvre because the police car eventually straightened up and sped away, leaving us drivers behind bemused but having understood the message.

    Interestingly, this morning I was on my way to the British Motor Show in Farnborough. Just turned off the M2 and to the end of the slip road to join the A249 via a roundabout. Noticed that the (new) slip road I wanted for the A249 was blocked by an overturned HGV. At the roundabout, I was behind a very plain looking blue BMW 3 series. You guessed it. This very civilian looking BMW suddenly put on its blues and twos to go and deal with the overturned lorry.

    Hi Ashley, a great clip about a tricky situation. One thing ive noticed recently being on the roads all day, is plain painted Police vehicles, with small blue lights in front grills and rear windows. While I realise the Police require unmarked vehicles, there seems to be alot more, some not even that new. So my question, are these all genuine Police vehicles or a trend of imposter vehicles. Also what constitutes a Police vehicle, the colour or the words Police clearly marked on it. How are you supposed to know when its coming down a city street for instance? Just thinking out loud.     My guess would be that the driver of the blue Porsche is a viewer of this channel 😉. They spotted the police car early even though it was several lanes over, and dealt with it excellently. Others, not so much.
    I've had to help an in-shock driver to a safer place, across a major road following a multi-vehicle collision and people just drive at you, even though they are driving through very obvious wrecked vehicles. Both the Porsche driver and the cammer deserve their Good Fellow stickers.
    Just to mention that preparing to open up a 'rescue lane' between the outer and next lane is a thing in the UK as well nowadays.

      the idiotic behavior seen at traffic crashes tends to hit both ends of the spectrum. the district neighboring my hometown had a fire engine damaged because a driver ran into it at speed. I understand there was also a near miss of a firefighter. conversely, I've seen on a Canadian reality show about heavy wrecker crews, police yelling at drivers on the opposite side of a freeway (motorway) to keep moving and not cause a secondary crash.

      .Stranded on a dual carriageway or motorway is not a fun place to be. I remember someone stopped in lane 1 of the M1, 10 o’clock on a cold and wet November evening. The driver refused to leave their vehicle as it was cold and raining so all I couls do was reverse a little bit along the slip road, throw my flashing ambers on, get out with a high viz and pray otger drivers saw me waving them into lane 2
      I did call highways and they put a red X into lane 1…but of course that was ignored and the driver and car was almost taken out by a lorry witg a driver not paying attention

    in the state of California, the maneuver is referred to as a "Round Robin" and yes it indicates a dangerous situation, ahead.

    Quite common in California for the police here to do this to close 4-6 lanes at a time, usually in their fancy Dodge Charger cars :)

    This is actually not that unusual in California. It's known as a traffic break and is even codified in the California vehicle code. Motorists are required to stay a minimum of 300ft behind any police or emergency vehicle operating a traffic break and must not pass. This includes exit lanes (slip roads).

    I was stopped like this on the m3. Police were closing a lane ahead due to an accident. Let us go, with one lane closed after 20 mins.

    Happened to me several times. Several false alarms apparently as they eventually turned off their lights but once they cleared a big chunk of wood off the motorway.

      The "false alarms" may themselves have just been creating a gap in traffic large enough to do what was needed, without the need to actually stop everyone. If the normal speed of the slower traffic is 55mph (HGV limiter) and the police slow you to 30mph (at which the road capacity in terms of cars per hour is around the maximum) for five minutes, that leaves a nearly 5-minute gap of clear road ahead of the block by the time it ends. This is considered much safer than stopping traffic entirely, provided the work can be done within that time interval.

    The slip road definitely made it extra tricky. I wonder if the police will/did look back on this and think they should have stopped traffic completely prior to the slip road and then escorted the people across?

    Performing a rolling block/stop is not unusual at all. Whilst it is not often seen by the public, it is bread & butter for both roads police and highways officers.

    I once was on an a road, and saw that there were several police cars in front on all lanes, and it turned out there was a car chase going on. I was in the right most lane before I saw it, and there was a police car there blocking my way (I now know that it was controlling traffic so no one collide with the fugitive car)
    my passenger saw them pit maneuver the car against the side and the dude tried running away from the car but they caught him. it was very interesting 😂

    This is all nice and dandy until the traffic jam created by this way of stopping traffic causes a major pile up with multiple deaths.
    This is a horrible situation to deal with, from all perspectives.
    We in the Netherlands try to cover every road with cameras, matrix signs that can cross off a lane with a red cross, dispatching safety vehicles asap etc etc.
    But all that may not prevent a horrible crash or anything like that.
    Simply because people drive like lunatics these days, thinking they are safe in their 1000 pound tank made out of very thin sheet metal and other scrap material.
    Anyways, my nephew lost his life due to a traffic jam created by the police to try and capture a criminal.
    (slightly different situation than the one in this video, but still a jam created on purpose.)
    The cops never ever said sorry to my uncle and aunt.
    They did not even show their face.
    And yes, they were fully aware of it.
    This is one of the most difficult situations for the services, police and such.
    Determining if it is safe to stop traffic, etc.
    But to be honest: This lone cowboy stopping all them lanes....
    This could have been done a bit more professional.
    Much traffic had already passed the point of where them people were standing.
    They seem to have survived.
    SO no need to rush. Bit more backup to make sure all lanes get stopped safely.
    And most of all: A car that is recognizable for people.... not an undercover vehicle.
    All of this might help to make it safer, and do a better job in the future.
    Glad it did work out here....
    But out of experience i know it does not always work out that way.

      They were likely the only units available in the area, often policing is about making do with what you've got. The police would soon be criticised if the pedestrians had been hurt because they opted not to help until marked units were available.

      It can all go well, but it can so easily end in a tragedy. Which obviously the police will be blamed for as well.
      Not that they should get the blame, because it is obvious that they are here to help.
      But just it is what it is.

    There was a video recently where a Karen would NOT slow down when they tried to do this in America.. She KEPT trying to undertake the police officer when he swirved between lane 1 and lane 3..
    She must have been thinking "oh, hes moved lane, I am gonna zoom off now" so he would go back, and then she would slow down, he would keep changing lanes, but there she goes AGAIN trying to zoom away..
    I think in the end, he just pulled her over completely..

    Very odd...
    If I were escorting the pedestrians, I wouldn't have just let them cross the sliproad when a car was coming.
    Also, who do you think would be "at fault" if someone hit the pedestrians?

      You do get unmarked cars with matrix signs, but not all of them have them.
      And you get people that think that "DO NOT PASS" doesn't apply to them.
      I remember reading a few years back about someone who failed to stop, as they thought that "FOLLOW ME" was a social media instruction.

      Yes, but in a time sensitive situation you use what you have. Them police cars which don’t have them were the closest.

    had a situation not long ago being blocked to proceed when the exit ahead left was clear. I was indicating, they just would not let people by. They could have sped up, and then slowed down again to clear the traffic out of the left hand junction, but they just crawled along. I do not regard that as good policing.

      Maybe they broke down in lane 3 because and hadn't worked out that the hard shoulder is the best place to get to when you brake down? Also noticed the hard shoulder was coned off early on, so maybe they tried to carry on with a failing car until they could get to a non-coned-off bit of hard shoulder, but didn't make it. If this was the case, then it does make you wonder why they didn't go down the slip road to get off the motorway.

      Unfortunately, it's highly likely that they were illegal immigrants. No, I'm not having a go at immigrants, but it's very common for people traffickers to charge immigrants a lot of money to smuggle them into Britain and then drop them in the middle of nowhere. Of course, immigrants who have no clue where they are and, usually, speak very little English use the motorways as an easier way to navigate through Britain. I recently watched one of those old police tv programs(Motorway Cops), from the early 2000's, on RUclips. 2 motorway officers were alerted to 2 guys walking along the hard shoulder and, when they picked them up, it was discovered they were both illegal immigrants that had been dropped at a service station on the M6 northbound. It later transpired they had paid for transport to London in the back of a lorry and they were using the M6 to walk to London(they had been dropped nearer to Preston). The motorway cop reported that this had become such a serious problem, in such significant numbers, in recent years that they no longer report it to immigration, just pick them up and drop them somewhere safe... that was over 10 years ago!

      @@gazsm1 Maybe you missed the modern trend of coming over on a boat. Back of a lorry is virtually impossible now (and to remain undetected even more so), hence the rise of the boats. 20 Years ago jumping in the back of a lorry was easy as.
