The Eraser could actually be retooled as a cool villain for the Arkham series. Think about it: a "cleaner" from the GCPD, he figures that his talents are better suited for crimes once he has a dispute with one of his superiors. Then, he becomes a serial killer of police officers, without leaving a trace. It could even work on Arrow. Hey, if they could make Calendar Man cool...
What about King Tut? He was a villian who, when knocked on the head, believed that he was a villanous Egyptian pharaoh. He appeared in the 60's TV series, along with other dumb villans such as Ma Parker (a gangster old lady) and Shame (a cowboy). That show had some of the worst Batman villans ever.
I think this has to do with Villains that started in Comic Books since Batman is a comic book character while those were created for the tv show. A tv show that intentinally made to be campy.

Like Polka-Dot Man in The Suicide Squad, and Kite Man and Condiment King in the Harley Quinn series. Calendar Man was the only one I even knew of when this video came out, and that was only thanks to the Arkham games, but he ALSO made a brief appearance in The Suicide Squad, as well as the Batman: The Long Halloween movie. And the Ten-Eyed Man has been mentioned or shown a few times. Most recently (that I know of) in Suicide Squad: Hell to Pay, where they make a passing reference to him when the Squad is being injected with the bombs. Apparently, the Ten-Eyed Man moved while they were injecting his bomb, and it went off, killing him. It's kind of cool how these incredibly lame and stupid villains are making appearances, and are even being given bigger roles. Like Kite Man is actually a nice guy in Harley Quinn. A bit of a doofus, and kind of a try-hard, but he manages to get Poison Ivy to (almost) marry him, so he's clearly got SOME game. 🤣

On #3, they did reinvent the Calender Man as the Calender Girl before in the animated series before then. And she was actually a good tragic villain. She was a past-her-prime supermodel who went mad after years of crash dieting and countless plastic surgeries. Her one-time plot was to murder all of her former employers, and the only dates she obsessed over were the dates on which she was fired. If you can find her episode on RUclips, check it out. Really, it's worth it.

Roddy McDowell played Bookworm in the television series and later went on to do the Mad Hatter in the animated series. So playing a previous villain wouldn't take you off a "list." Being dead might be a small handicap.
