From an irish perspective I think eng struggle as their domestic teams like Leicester, Bath, etc are full of non qualified English players so although they have 9 teams in some positions they have limited depth. In ireland our 4 teams are only allowed 3 non Irish qualified players in our squad so we have no option other than develope players through our academies. It's good for our national team but means our club sides can struggle if they don't have the quality coming through their academies
