Bystial Magnamhut is about $2 right now and would be a good incision for the deck. Also, Striker Dragon can be used to have the chaos baby dragons climb into Seals if needed. I believe you can add both and not go above $20 still.

You could probably increase the card count. Another option might be to cut something like the tearlaments, lightsworn, or, emergency teleport stuff to fit non-engine.
Going first you are probably just making draco berserker and hopefully another synchro. Going second is going to be making synchros and attacking. Dis Pater is better for going first if you have it.
