I saw Page and Plant perform without the big stage production at the University of London back in 1998 and it was the best concert I ever attended.
I heard him say the only empty seats were those unused for the event, seats that would have been available at sporting events (implying no seats were sold for those sections) . Because the stage sits at one end of the rings of seats, those seats are blocked off and not sold and typically the sections immediately beside are also not sold for seating as the view from those seats is too inferior. The floor where the sports happen, would have been general admission (likely standing only) to accommodates spectators He did describe the rest of the arena being full and the floor area as being stuffed full at a ratio of 10 to 1 compared to normal. Sounds to me like they maxed-out the Fire Marshall approved human capacity for the event.
