What can you tell us about visiting Puerto Plata over other locations in the DR for older retired people who to have a quiet, relaxing time snd aren't obsessed about the beach etc., including the possibility of retiring there permanently? How is healthcare in Puerto Plata?

I just came back from Puerto Plata and tried to go here but they said it was only for people coming in on the cruise ships 😢
