Because he hasn't even scratched the surface of his powers yet, when he fought Isao he could barely dodge his blows, but when Kaijuu #8 took control he started to get more and more powerful as the battle went on, slowly matching and eventually overcoming Isao, and if Kafka hadn't regained control he probably would have become too powerful for Japan to handle alone

Mina Ashiro is placed much higher i knew he wielded 96% output from the weapon but the power output percentage was not everything . She can't with a small size kaizu like kaizu no 9 .
I totally agree with you, I tried putting her a little lower but this is what it is can't change that cause she is strong against huge Kaiju but in close combat with a strong opponent she's weak.

I think Kafka is rank 1. He almost kill/one shot that Kaiju no. 9 (without Isao body) if only those extra soldier didn't come out. That Kaiju no.9 (with Isao body (Present)) I think it's still not enough to beat Kafka(Prime)... Kaiju no.9 need a (PRIME = Isao Body) to beat Kafka.

just started watching the anime. I find it funny that even though Kafka’s CP was 1%, statistically he showed more improvement than the rest of his team. Hear me out. During their first recorded training session as officers, Leno went from 8% to 18% (125% increase), Iharu from 14% to 20% (40% increase), and Kikoru from 46% to 55% (20% increase). Now with Kafka, he started out with 0, but it increased to 0.001% during the officer test, and during the training session, it went to 1% a (1000x or 99900% increase). I found this interesting because it shows how much harder Kafka has to work compared to his team despite being the weakest member in his human form. Although this might be a coincidence, I’d like to think the creator put this in the story for us to find in order to hint that one day, he will be strong enough to fight Kaiju without having to transform. Also, this may even hint that his improvement rate may exceed Leno’s one day. This is just my opinion, but I think it is pretty solid because Kafka is supposed to be the underdog, and from what I know, underdogs tend to improve faster even than prodigies like Kikoru. But I would like to know what everyone else thinks.
I have a theory that the fightsuit (idk how to say) for Defense Force is made by a Kaiju's cells, but we know that Kafka had already become a Kaiju before he got in Defense Force. So his CP was 0% mean he is a Kaiju for sure. Sorry if my English was bad.
