Sorry to say but you need to learn how to build real houses that are hurricane proof if you don't want to keep doing this every hurricane season...you need to do that homework! One way is to come up with a standard how the houses must be built in order to give a building permit, which makes non-hurricane-proof houses illegal..Time to grow up now! There will always be another hurricane so make sure to do something good and right there before then..
