When going to DR I always bring cash with me just in case the UNEXPECTED happen like my card won't work, or the machine eats it, or it gets lost or stolen. I use my cash until it reaches a certain amount then I start using the ATM. Good thing about DR, which it doesn't seem like Colombia has, is there are little shops around to cash out your US for Doninican. I might bring $1k and cash out $100 a day, and once in awhile $200.
AT&T is the best carrier right now if you have the international plan. Or you can bring an unlocked phone with you and buy a prepaid sim card at the airport.
