You do realize that Russia isn't using all of its troops in the war with Ukraine. They have multiple theater commands. The largest would be the western region which has a very large border from Finland down to Turkey. That is mostly NATO countries so even then they can't use up all of that command in case their delusion of NATO invading Russia comes true.
