Red-Tailed Hawk, or Ferregus Hawk?

This guy and some buddies have been hanging around since a field was mowed. It's incredibly large for the usual Red-Tail Hawks we have here. My sister thinks it's a Ferregus Hawk from its size. I haven't heard this vocalization before, so that adds a bit more to the mystery. Any ideas?
