quick note: this isnt a bug. normal dlc purchase has always given access to the exotic. i have never brought the deluxe version of a dlc and have always gotten the exotic when the dlc launched.
I had it since last season... haven't used it yet as haven't found a good use for it in current NF meta.
This is not a pre order/annual exclusive. It is pre order early access IF you met the requirement, which was order the annual pass, like everything before it. They just haven't removed the store banner from before TFS launched. That's why it is worded like that.
Probably not a bug, this happened last year with Quicksilver as well.

I kept hearing from people you’re supposed to get the gun by itself for owning just the base DLC. Then the annual pass gives and ornament and the catalyst.
I believe it's meant to be given to all final shape owners EVENTUALLY as in after most of the annual pass. Most pre order guns follow that rule.

Not a bug, the support page mentions you can get the weapon for owning the dlc, however the cata is only for pass owners
The preorder gave it to you before final shape launched, it was in there before final shape launched saying you needed preorder to get it

Usually what happens is that the base dlc owners get the gun handed to them after a full season has passed since the dlc launch. In the case of quicksilver, I was unable to acquire that gun or its caty until nimbus himself handed it to me at the start of season of the deep.
Same with exo stranger not handing me no time until the weird cabal season. This could be free in the kiosk with no caty now, bc bungie is failing? They give you the Exotic when you buy the final shape if you don't buy it with the annual pass you will not get the catalyst just the gun
