How do you get the NPC to spawn? I've completed every other mission but he doesn't spawn so I don't get this mission.

Did u mean the guy who gives the mission sent by Mycroft? I think it starts and he stands at the front of the mansion after the main mission when u get the invitation from the muse from abroad.
Just walk out after the painter gives the invitation and he should be there!
