Harbourfront Skating Rink Demolition - Month 5

It's been 5 months now and the demolition of the Harbourfront Skating rink continues..
This video appears to show a water sprinkler system being installed where the skating rink was located, but I am not at all positive (fountain or splash pad perhaps?).
Meanwhile the entire area remains boarded up as the summer tourist season begins in full swing.
One has to question how much money will be spent on this 5+ month project versus how much money would have it cost to simply refurbish the beloved Harbourfront Skating rink ?
Where is the transparency?
