Zephetto experiment was for restore strength and pride of old ARKS, like almost thousand years ago, by creating Resurgent ARKS, because current true ARKS' strength degradated and they're can't fight with Starless. Even in command room in Central City you can see icons of Oracle ships, what means they're still exist.
