That doesn't happen in the case of hail, frontline winds, or rain severe enough to prevent you from seeing a flooded road ahead.
It IS true in the case of big tornadoes.
The Houston area tends to have EF0-2 tornadoes, not those Oklahoma honkers.

I was downtown when the warning went to all phones. By the time I got to W. Gray near Kroger my car felt like it was about to be picked up. The palm trees looked exactly like being in a hurricane. The stop sign in front of me was oscillating back and forth at a 45° angle. I have never experienced anything like it. I am 60. I was listening to local news coverage and this was not predicted. They didn’t realize how bad it was until after it was over. Two weeks later many streets are closed downtown due to broken glass in high rise buildings, some quite tall. I believe the flexing of the buildings caused the glass to become dislodged more so than the wind actually blowing the glass out. Obviously every window downtown will have to be inspected.

Maybe this is just me, but I think you started out in the best possible place you could be during a storm like that, especially with possible tornadoes, which is in an urban downtown area. If it were me, I more than likely would have gone in to one of those underground parking garages under one of those highrises and just waited it out there.
I would think that would be far better than being stuck on a freeway trapped in traffic and totally exposed to the elements.
