I just bought a D Kurd handpan off Temu for $150 and it actually showed up!!!! It definitely sounds cheap but I'm SOOO HAPPY I took the chance. It sounds a bit like Tin and doesn't hold a perfect pitch but for the price, I'm glad I tried it. Now I will save up for a professional one.
There is no "better": steinless steel will have more sustaine than nitrided steel, so it will sound a bit different. Regarding tuning, I definitely suggest 440hz because there will be much more compatibility with the instruments you will encounter in your path
