17 is legal age in many states. If the bar sells food they will allow people under 21 in up to a certain time as long as they are with an adult.

Edit: looked it up. This happened in Germany where age of consent is 14, so looks more like they were doing a totally acceptable thing (by European standards) that went horribly wrong. The drinking age is 16 (only beer and wine)

Edit: as a side-note, I’m 35 and my 12 and 14 year old daughters are both taller than me. People assume we are a friend group rather than mother and children. It can be even harder to tell with males. But yeah where they were, it didn’t even matter as he was of legal age.
