You're not far off, Wall Market has some very shady businesses, a motel, a gym full of cross-dressers, and a brothel. And instead of police hassling homeless people, the place is run by a fat degenerate who's the local crime boss. Everything in Sector 7 is run down, hopeless, corrupt, and every-man-for-himself, where you can't even see the sky because of the upper levels blocking the sun and pollution is "not my problem".
