I've watched this probably 100 times in my life... And I am now CONVINCED this is real. Here's my breakdown:
1. Garrett thinks it's possible Obama faked his birth certificate but is unsure and wants to talk about. He's being earnest, but naïve.
2. Rocco is legitimately pissed at Garrett for giving credence to a racist conspiracy theory, whether Garrett realizes that's what it is or not.
3. Garrett is trying to defend himself as not racist, but he's also trying to stop himself from laughing at Rocco getting mad.
4. Derrick has seen his friends get into fights before (and he's also a self admitted troublemaker) thus he starts the Chicken Dance to egg them both on instead of deescalating.
5. The rest of the room realizes what's happening and starts to antagonize both of them until Rocco has had enough.

also the fact that they put up a bunch of moments from PPS 18 on the archive channel but not this one
then again for early PPS's Garrett liked to act out fake arguments on screen, like the times he'd mute the mic while people freak out in front of the camera, Garrett could be purposefully baiting Rocco here without Rocco's knowledge (and it backfired), maybe they started doing the fake arguments later to make this one look fake???
