Method 2 really works. It has been over 2 weeks that I have been trying to solve this issue by going over different solutions posted online. It was until I come across this video and tried Method 2. Thank you for your efforts and research into this.
It’s gotten to the point where it’s still giving me the loop after doing this, this method worked for 2 weeks until my computer permanently started to loop me again, the method doesn’t work anymore.

Answer to fixing this issue for nowadays (late 2024-2025). Whenever you get this error on your device, click restart and hold down the shift button. Then find Troubleshoot and pick the option that lets you restore your data to a certain date (System Restore). This is what fixed my device from this error I got today

Thank you. Using the USB Windows Installer method, it said that it didn't work, but upon restart it went back to the login screen to change the PIN. So all good now.

This what worked for me: 1. On the Windows sign-in screen, press and hold the Shift key while you select Power > Restart 2. After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > command prompt 3. Type the command: net user DefaultAccount active:no 4. Restart your pc and you will get a sign in pop up to your Microsoft account after you click sign in

Struggled to boot into usb somehow everything I tried I could get into bios or recovery. Finally decided to open up and remove drive that's booting windows restart change boot order from bios reinsert the internal drive. Probably tried 8 to 9 methods trying to get into bios or recovery. After 4 hours my issue is sorted, it didn't seem to be safe boot but selective boot that was selected thankfully got it to normal boot. Thanks for the video really helped.
The second method got my Surface 7 back on the road. Cheers! Its worth noting that some PCs (such as my surface) allow a 'Boot to command prompt' option on the third hard reset. That means you don't need to worry about the install USB.
Glad to have helped. The problem with the built in command prompt is it often asks for a password which people do not know (and usually isn't the same as the online Microsoft Account password)
@@freename Yes, I had to go onto the MS website and get my Surface passcode. As to the inital cause of the problem, I had just changed some startup opions on MSConfig. Makes you wonder why this is the trigger and why Microsoft haven't fixed it...
@@shadowside8433 Yes, it is insane they've left it so easy to lock yourself out of your computer using msconfig. In the days before online Microsoft accounts where Windows was also linked to the same account there was never a problem. Then they invented the online logon which needs a browser to complete the logon.. and seem to have forgotten that msconfig can disable that function and break windows entirely! I would love to know what Microsoft's official response would be if you contacted them with the problem.
2nd method worked, thank you! A suggestion I would like to make for future videos, trying to read the commands you are typing from my phone screen was very hard, I had to screenshot it to zoom in and see what was typed. Perhaps you should show a zoomed-in view of the commands next time, cheers 😊
Good point.. and my screen captures are already on a virtual machine with a really low resolution. I know the Android RUclips official app lets you zoom in while viewing a video but maybe iPhone or older phones do not let you do that. Happy it solved your problem and that you found a way to zoom in :)

The windows security "bug" has existed since Windows Vista. There was one version of Windows 10 which fixed it but then it got reverted, not sure why. Best to assume that anyone with physical access to a computer which doesn't have BitLocker on it can easily hack/bypass the account passwords and read whatever they want from the drive.
@@freename Well, at least they made it so the advanced boot options menu needs authorization now, so you'll only be able to perform this trick if you have a Windows installer USB with you.
So if you have no DVD or stick to keep it out of safe mode when you boot up then the only thing you can do is reinstall? I had to boot up in safe mode to even display admin but it keeps asking to download app yes or no and if you click either like shown nothing happens.

Tried the first and second method multiple times to assure spelling and characters were correct. I do not have a utilman.exe, after searching system32 dir, I only see a utilman.dll. Any advise? Thanks
I follow all the steps and it still gives me the loop and when I sign in on the main account, and on the tempadmin account it gives me a black screen for 20seconds or so then goes normal not in safe mode? I’m not sure what I should do
I’m having this problem atm. Whenever i hold shift/ restart i don’t have any video output so i have no other way of getting to command center. cause: i was disabling services that weren’t supposed to be messed with. Apparently i broke the PIN and i’ve been stuck on login screen showing the app story thing, a loop. Any help? or how would i be able to get back onto my pc?
Use a windows USB installer as shown in the video? The shift method was suggested by someone else and I wouldn't recommend that method due to it's likelyhood of not working. Out of interest, Do you know which service you disabled to cause the problem?
Search for windows 11 iso and use the Microsoft.com result to download the media creation tool. Run the tool and it downloads and converts a usb stick.
I ran into a problem with cmd; it would not let me make changes nor change to drive C. I did the shift + reset which allowed me to put in recovery code for my microsoft account which then gave me access to my drive C - which has windows. After gaining this access, I was able to follow all the steps from part 2 leading to success! One extra step that was not in the video - hope this helps! Great video. Thanks!
2nd method worked for me. You will need a password to get to command prompt using the shift key. I only created the first temp agent acc I tried putting the administrator one but it didn't let me. However it did create a new account, I signed into temp agency but mines was not saying safe mode. I switched account to my main one & it allowed me to do the password sign in. Thank you 🙏🏻
I think you might have something else wrong with your system too.. but when at the grey screen try ctrl+alt+del and see if Task Manager opens and you can run stuff using the new task option on Task Manager?

What if you don't have a copy of Windows I'm kinda stuck I even get a pop up system error saying system detected an overrun of a stack based buffer in the application and thus could potentially allow a malicious user to gain control
That sounds like you've got more of a problem than just safe mode or some services being off. I'd start looking at possible really intrusive software like possibly not very good antivirus products (think: Kaspersky, Panda Antivirus etc.) as the cause.. or faulty RAM or SSD.

My computer had preinstalled windows. Is it possible to do this without a flash drive or a cd? Also, the advanced boot options do not work at all. Everytime i click on one, my computer just reboots without anything changing. I even tried installing linux mint but for some reason an error message pops up half way through the installation saying that the partitions on either of my hard drives cannot be formatted/removed. Any suggestions?

Use the run option from within task manager maybe rather than run via start menu. But if your start menu isn't working you may have bigger problems than the one I solve in this video.

@@akane9140 Yes, there is no problem leaving that account there for the future. It does mean that someone who sits at your computer would be able to log into it if you don't set a password on that account though.
UPDATE: I`ve changed the language of the word administrators to "administradores" in spanish, the c prompt took the command. I`ve get into windows, and now I see te screen I can run msconfig but but the secure boot box is not checked. Every time I reboot I can get into tempadmin but not my original user, it keeps asking me to install an app and won't let me do it.
Glad you' worked out the regional / language command. I wasn't aware it would be regional. When you are in tempadmin does msconfig show you are in Normal Startup mode and is the Safe mode option unticked ?
@@freename exactly the safe mode option is unticked and when I restart the system still can`t enter the profile that is original, it keeps asking me to look for the app in the store, and it does nothing. A login window does not appear and it does not ask me for a password If I enter "accounts" in windows, the original account appears, but it says that if I delete it I lose all data, including the desktop.
@@ilustranez On the first tab of msconfig does it also show Normal startup, diagnostic or minimal ? Did you run any commands recently to remove a load of inbuilt windows apps ? Maybe use the tempadmin account to download www.microsoft.com/en-gb/software-download/windows10 the updater and see if running a build update on windows 10 fixes the windows log on screen. Or if it is already up to date or that doesn't fix the problem; go to c drive, users and then click on the broken user.. tell it to allow you permissions - and copy out all of your personal files somewhere.

Use a windows USB stick like I do. The Windows Setup command prompt doesn't need a password. The one you load using the troubleshooting / "please wait.." menu screens does need a password.

Have no windows disc and zero computer skills , I fixed it by restarting computer clicking sign in when it prompted message I clicked no waited a few minutes and it let me sign in ! Very strange but glad it worked !
So I've tried following along with your guide but the first option did not provide results, just showed "An error occurred while attempting to delete the specified data element. Element not found." And the second option after trying to make a backup of Utilman.exe returned "The system cannot find the file specified." My directory is X:\Windows\System32>
Upload a photo of the command and the error it comes back with? or.. Try the second option in the video where you replace the command prompt, create a new user and log in as that new user and do/check the safe mode using msconfig ?
@@fin9k Did you try different drive letters ? Like c:, d:, e:, f: first to find the correct drive? If the computer is very, very new it is possible you can't access the drive without special drivers, at which point I'm a bit stuck on being able to help over youtube. I'd recommend finding a computer help forum and posting the question and this video and see if someone can help you at the point you are stuck.

Try option number two in the video. Or maybe try the bcdedit command with "/store c:\Boot\BCD" but put in the correct c: or d: etc.. as appropriate. Sadly I don't know an easy way to identify which is right. You'd need to do c: and then dir and look for your files, then d: and repeat the same. Its possible that your computer might also need RAID or disk controller drivers loading before the windows setup environment can see your hard disk or SSD. If you get stuck it might be worth showing this video and comment to someone who builds computers.
Some people have managed to get into command prompt using the startup options. Hold down shift when clicking reboot and then find command prompt in the startup options sections.

I managed to create this temp admin account however, it still wants to download that App from the store. The first solution didn't work. It says specified data element not found. D: is where windows folder is located. However, there's no Boot/BCD folder. Internet is working fine. Do you know another solution?
It's definitely not in safe mode still? Try an inplace upgrade. www.microsoft.com/en-gb/software-download/windows10ISO See if it offers you a build update, if it does.. install it and the problem might go away. Good luck, hope something does work for you.

It depends what set it to safe mode in the first place. Some people report the problem comes back but I would hope and I think for most people it is solved and the problem does not come back.
Check it's not in selective startup mode or make sure the services list enabled and disabled status matches a working computer of the same operating system.
Although this didn't fix my issue, it was very helpful in figuring out how to get in and do some analysis. I didn't realize F8 had been taken away. Thanks
First method gives 'the specified entry identifier is not valid. The parameter is incorrect.'😅 2nd method got me in though, but after I switched back to the tempadmin account to disconnect from Windscribe VPN it gave me the same problem about needing an app 😢 I restarted my system, logged into tempadmin and Windscribe connected, switched back to my account, logged in with MS account and set up Windows Hello PIN and now all is 👍 Holy smokes, ALL this just because I upgraded my CPU 😑

At 4:58 where you renamed Utilman.exe to Utilman.exe.bak so you have a backup of the original Utilman.exe del Utilman.exe move Utilman.exe.bak Utilman.exe Will put the original file back. sfc /scannow may also restore the original version of the file. And great work on figuring out how to unlock your bitlockered drive!

I have the same problem but When I reboot my device with Shift + Restart, I don’t see “Advanced Options”, only “Start-up Settings” and “UEFI Firmware Settings”. What do I do? I am afraid my pc is no longer uncoverable What should I do now?
Click uiefi firmware settings, and look at the options, if there is an option that says “sytem recovery” use that one, if not try “boot device options” hope it helps

C:\Users\User>net localgroup Aliases for \\mycomputer2023 ------------------------------------------------------------------------------- *Access Control Assistance Operators *Administrators *Backup Operators In my above example I've got the Administrators group so adding the user to that should be fine. If you have a different language on your system it is possible the group name is different or the "bcdedit" element name is different and is in your local language.

The shift restart thing saved me big time omfg I tried booting in safe mode to see why my new computer is the only device with slow internet in my house and this situation ended up happening and it scared me so badly, THANK YOU VERY MUCH. Never trying safe mode again though 😂
After installing Visual studio I started having this problem of console window using more than 50% of CPU background which made my Pc a lot slower so I tried to fix that with system config by desabling programs and asked to restart after restart I am facing this loop I tried everything nothing world it keeps on crashing or it's preventing me so does this mean I can't get to windows without booting? I don't have a bootable windows disc or USB that will take me days to get one so does this mean there is no way to fix that without bootable disc or USB ..😭
The only other way I'd know how to make the required change would be with: A linux boot disk. Possibly using the inbuilt advanced recovery screen command line option and see if you can get command prompt in that; so you can issue the bcdedit command.

Finally decided to open up and remove drive that's booting windows restart change boot order from bios reinsert the internal drive. Probably tried 8 to 9 methods trying to get into bios or recovery. After 4 hours my issue is sorted, it didn't seem to be safe boot but selective boot that was selected thankfully got it to normal boot. Thanks for the video really helped.

Its worth noting that some PCs (such as my surface) allow a 'Boot to command prompt' option on the third hard reset. That means you don't need to worry about the install USB.
Glad to have helped. The problem with the built in command prompt is it often asks for a password which people do not know (and usually isn't the same as the online Microsoft Account password)
@@freename Yes, I had to go onto the MS website and get my Surface passcode. As to the inital cause of the problem, I had just changed some startup opions on MSConfig. Makes you wonder why this is the trigger and why Microsoft haven't fixed it...
@@shadowside8433 Yes, it is insane they've left it so easy to lock yourself out of your computer using msconfig. In the days before online Microsoft accounts where Windows was also linked to the same account there was never a problem.
Then they invented the online logon which needs a browser to complete the logon.. and seem to have forgotten that msconfig can disable that function and break windows entirely!
I would love to know what Microsoft's official response would be if you contacted them with the problem.
2nd method worked, thank you! A suggestion I would like to make for future videos, trying to read the commands you are typing from my phone screen was very hard, I had to screenshot it to zoom in and see what was typed. Perhaps you should show a zoomed-in view of the commands next time, cheers 😊
Good point.. and my screen captures are already on a virtual machine with a really low resolution.
I know the Android RUclips official app lets you zoom in while viewing a video but maybe iPhone or older phones do not let you do that. Happy it solved your problem and that you found a way to zoom in :)

You, sir, are sharing here really threatening ways of bypassing Windows security. But it helped me with my problem, so thank you very much.
The windows security "bug" has existed since Windows Vista. There was one version of Windows 10 which fixed it but then it got reverted, not sure why. Best to assume that anyone with physical access to a computer which doesn't have BitLocker on it can easily hack/bypass the account passwords and read whatever they want from the drive.
@@freename Well, at least they made it so the advanced boot options menu needs authorization now, so you'll only be able to perform this trick if you have a Windows installer USB with you.

So if you have no DVD or stick to keep it out of safe mode when you boot up then the only thing you can do is reinstall? I had to boot up in safe mode to even display admin but it keeps asking to download app yes or no and if you click either like shown nothing happens.

I follow all the steps and it still gives me the loop and when I sign in on the main account, and on the tempadmin account it gives me a black screen for 20seconds or so then goes normal not in safe mode? I’m not sure what I should do
Make sure selective startup isn't enabled in msconfig either.. sadly I don't know which specific services need to be checked or started.

I’m having this problem atm.
Whenever i hold shift/ restart i don’t have any video output so i have no other way of getting to command center.
cause: i was disabling services that weren’t supposed to be messed with.

Use a windows USB installer as shown in the video? The shift method was suggested by someone else and I wouldn't recommend that method due to it's likelyhood of not working.
Out of interest, Do you know which service you disabled to cause the problem?
Do you need a usb with windows? On it or can you just restart in the menu ? And how do you down load Windows 11 to a USB?
Search for windows 11 iso and use the Microsoft.com result to download the media creation tool. Run the tool and it downloads and converts a usb stick.

I ran into a problem with cmd; it would not let me make changes nor change to drive C. I did the shift + reset which allowed me to put in recovery code for my microsoft account which then gave me access to my drive C - which has windows. After gaining this access, I was able to follow all the steps from part 2 leading to success! One extra step that was not in the video - hope this helps! Great video. Thanks!
2nd method worked for me. You will need a password to get to command prompt using the shift key. I only created the first temp agent acc I tried putting the administrator one but it didn't let me. However it did create a new account, I signed into temp agency but mines was not saying safe mode. I switched account to my main one & it allowed me to do the password sign in. Thank you 🙏🏻
After turning off safe boot, i restarted my computer and it took me to the tempadmin login screen, then put me on a grey screen. Any help?
I think you might have something else wrong with your system too.. but when at the grey screen try ctrl+alt+del and see if Task Manager opens and you can run stuff using the new task option on Task Manager?

What if you don't have a copy of Windows I'm kinda stuck I even get a pop up system error saying system detected an overrun of a stack based buffer in the application and thus could potentially allow a malicious user to gain control
That sounds like you've got more of a problem than just safe mode or some services being off. I'd start looking at possible really intrusive software like possibly not very good antivirus products (think: Kaspersky, Panda Antivirus etc.) as the cause.. or faulty RAM or SSD.

My computer had preinstalled windows. Is it possible to do this without a flash drive or a cd? Also, the advanced boot options do not work at all. Everytime i click on one, my computer just reboots without anything changing. I even tried installing linux mint but for some reason an error message pops up half way through the installation saying that the partitions on either of my hard drives cannot be formatted/removed. Use the run option from within task manager maybe rather than run via start menu. But if your start menu isn't working you may have bigger problems than the one I solve in this video.

@@akane9140 Yes, there is no problem leaving that account there for the future. It does mean that someone who sits at your computer would be able to log into it if you don't set a password on that account though.
UPDATE: I`ve changed the language of the word administrators to "administradores" in spanish, the c prompt took the command. I`ve get into windows, and now I see te screen I can run msconfig but but the secure boot box is not checked. Every time I reboot I can get into tempadmin but not my original user, it keeps asking me to install an app and won't let me do it.
Glad you' worked out the regional / language command. I wasn't aware it would be regional.
When you are in tempadmin does msconfig show you are in Normal Startup mode and is the Safe mode option unticked ?
@@freename exactly the safe mode option is unticked and when I restart the system still can`t enter the profile that is original, it keeps asking me to look for the app in the store, and it does nothing.

If I enter "accounts" in windows, the original account appears, but it says that if I delete it I lose all data, including the desktop.

Did you run any commands recently to remove a load of inbuilt windows apps ?
Maybe use the tempadmin account to download www.microsoft.com/en-gb/software-download/windows10 the updater and see if running a build update on windows 10 fixes the windows log on screen.
Or if it is already up to date or that doesn't fix the problem; go to c drive, users and then click on the broken user.. tell it to allow you permissions - and copy out all of your personal files somewhere.

Use a windows USB stick like I do. The Windows Setup command prompt doesn't need a password. The one you load using the troubleshooting / "please wait.." menu screens does need a password.

I think there is one build of Windows 10 where the utilman trick doesn't work. It might be that you are unlucky enough to be on that version.

Have no windows disc and zero computer skills , I fixed it by restarting computer clicking sign in when it prompted message I clicked no waited a few minutes and it let me sign in ! Very strange but glad it worked !

So I've tried following along with your guide but the first option did not provide results, just showed "An error occurred while attempting to delete the specified data element. Element not found." @@fin9k Did you try different drive letters ? Like c:, d:, e:, f: first to find the correct drive? If the computer is very, very new it is possible you can't access the drive without special drivers, at which point I'm a bit stuck on being able to help over youtube. I'd recommend finding a computer help forum and posting the question and this video and see if someone can help you at the point you are stuck.

Try option number two in the video.
Or maybe try the bcdedit command with "/store c:\Boot\BCD" but put in the correct c: or d: etc.. as appropriate. Sadly I don't know an easy way to identify which is right. You'd need to do c: and then dir and look for your files, then d: and repeat the same.
Its possible that your computer might also need RAID or disk controller drivers loading before the windows setup environment can see your hard disk or SSD. If you get stuck it might be worth showing this video and comment to someone who builds computers.

Some people have managed to get into command prompt using the startup options. Hold down shift when clicking reboot and then find command prompt in the startup options sections.

I managed to create this temp admin account however, it still wants to download that App from the store. The first solution didn't work. It says specified data element not found. D: is where windows folder is located. However, there's no Boot/BCD folder. Internet is working fine. Do you know another solution?

See if it offers you a build update, if it does.. install it and the problem might go away.

It depends what set it to safe mode in the first place. Some people report the problem comes back but I would hope and I think for most people it is solved and the problem does not come back.

Check it's not in selective startup mode or make sure the services list enabled and disabled status matches a working computer of the same operating system.

First method gives 'the specified entry identifier is not valid. The parameter is incorrect.'😅 2nd method got me in though, but after I switched back to the tempadmin account to disconnect from Windscribe VPN it gave me the same problem about needing an app 😢 I restarted my system, logged into tempadmin and Windscribe connected, switched back to my account, logged in with MS account and set up Windows Hello PIN and now all is 👍 Holy smokes, ALL this just because I upgraded my CPU 😑

Try on D: , E: or one of the other drives. Your main install might not be on the default drive command prompt selects.

At 4:58 where you renamed Utilman.exe to Utilman.exe.bak so you have a backup of the original Utilman.exe
del Utilman.exe
move Utilman.exe.bak Utilman.exe
Will put the original file back.
sfc /scannow may also restore the original version of the file.
And great work on figuring out how to unlock your bitlockered drive!

I have the same problem but When I reboot my device with Shift + Restart, I don’t see “Advanced Options”, only “Start-up Settings” and “UEFI Firmware Settings”. What do I do?

Use a windows install USB like I do in the video ?
Click uiefi firmware settings, and look at the options, if there is an option that says “sytem recovery” use that one, if not try “boot device options” hope it helps
Be cautious of anything mentioning recovery. Some of the features under there might factory reset the drive leaving you with none of your data!

In my above example I've got the Administrators group so adding the user to that should be fine. If you have a different language on your system it is possible the group name is different or the "bcdedit" element name is different and is in your local language.

I have fixed it by going into the c: part but there is no Utilman thing when i use dir
C: is probably the setup drive from the memory stick. If you cd \ and the dir.. do you see Users and in users do you see your account?

After installing Visual studio I started having this problem of console window using more than 50% of CPU background which made my Pc a lot slower so I tried to fix that with system config by desabling programs and asked to restart after restart I am facing this loop I tried everything nothing world it keeps on crashing or it's preventing me so does this mean I can't get to windows without booting? I don't have a bootable windows disc or USB that will take me days to get one so does this mean there is no way to fix that without bootable disc or USB ..😭
The only other way I'd know how to make the required change would be with:
A linux boot disk.
Possibly using the inbuilt advanced recovery screen command line option and see if you can get command prompt in that; so you can issue the bcdedit command.
