Security guard thinks he's a cop on the #1 highway

this happened at about 950pm Wednesday May 19th. this car was hogging the left hand lane and wasn't letting people pass I passed him on the right and he strobed a flashlight out of his window at me as I passed him. I proceeded to move in front of him and he sped up behind me and flashed a strobe light forward at me. At this point I slowed down then where he passed me in the HOV lane and pulled in front of me and slowed down. Once we passed other traffic I flashed my high beams at him so he would move out of my way and he proceeded to light me up with his rear-facing lights. Super bright and super illegal. People like him shouldn't even be allowed to drive let alone be in any sort of power.
