I think women between the ages of 18 and 35 should only be allowed to wear their bras and panties when out in public, and I think at least 40% of their time should be spent tickling and rubbing up against each other, which would reduce the amount of time they would have to spend shop lifting.

It's because jails are over crowded and you can't hold everyone... maybe if the right wasn't so hell bent on taking away a woman's right to choose (over population), cutting funding for early education and higher learning, and locking everyone up for any and all this big or small then someone like this might not be ROR. Just saying. Removing judges isn't going to solve the problem of desperate people stealing out of Target. This country didn't get here to this point over night and in a vacuum and it won't be solved with harsher punishment and locking people up indefinitely.

This is exactly why this kind of crime repeats itself. Assault on a deputy by ramming the cop car. Fleeing and eluding. Resisting arrest. And shoplifting. Then she's released on her own recognizance?? What the heck is going on here??

Was at the Harbor Freight store in Las Vegas NM couple of weeks ago. I watched a guy wearing a jacket, (it was 90⁰ out) fill his pockets with tools. I mentioned it to the clerk who said, yeah we know we've been watching him. I was told they are not allowed to confront shoplifters or they will be fired. HF is concerned about personal injury lawsuits by suspects and employees being injured. And since NM liberal courts do nothing to these POS, it's more cost-effective to let them go!

Unfortunately many stores are going that route just for the reasons you described. I was a sheriff deputy in La Plata County, Durango Colorado and our local Walmart loses $1.25 million a year in theft. They have a loss prevention undercover shopper however this is somewhat a small community and a lot of the regulars know who he is. So there’s that.

Even security cannot do anything and are forced with their hands tied to avoid liability and suits. It's like a back up for these criminals, if they go down for one thing they will bring anyone down with them. Companies know this and if someone steps in to take action the companies don't want to be liable for that one persons actions who are trying to do the right thing because these people like to put blame on good people with good intentions. No good deed goes in punished. I have had my fair share of this.

1:40 "I didn't take anything!!!" But I did see a cop walk by me, decided to just leave behind my shopping cart full of stuff that I supposedly bought paid for, start running like a cheetah, hopped into my car, did not turn off the engine nor get out when a swarm of officers surrounded my car and ordered me to, and instead floored it like a nascar driver over a parking curb block, sped away with cops pursuing me, driving erratically like I was in Mario Kart, and then decided to headbutt my car into a wall. But seriously, " I didn't take anything!!"

Funniest things that happened to observe. Wal*Mart had a rule (to protect employees) Not to chase shoplifters, Leave it to "Loss Prevention". I just looked at a young man, He started running for the exit. Various CD started spilling out of his waistband as he ran out the exit. Another, A woman with toddler entered the grociery area she went to the grapes bin and handed the child a bunch of brapes, she took a dozen bananas, they ate as she shopped, throwing the waste into the gondolas before checking out. A man took a frozen Shrimp package out of the freezer, and ate them as he shopped.
