I think the main reason behind this is geographical condition and it's population.

India has been encouraging mass migration on Bihari and South Indians into Nepal and get citizenships. Nepal can't handle India's poverty. Beside "Tharu" everybody home ancestry belongs in Bihar, UP, Madras, South India and so on. These arrived in Nepal to avoid the great famines of India and never went back. Instead of gratitude, they illegally say-"we are Nepalese" and worse help India to influence Nepal against China.
A peaceful deportation is a must. Only few with strong ties can stay. No wonder India built train to make the migration more easier for Indians. At the same time India is now the must populous nation and its leaking into Nepal. Protect the border and let these folks from Terai return to their rightful homes in India.
I think there are no south Indians in Nepal, Maithili speaking population of terai has been residing since mellineum in Eastern terai and awadhi speaking population has been residing in Western terai and together makes 1/3 rd of the population.
Famine effected whole of South asia before modern agriculture took place with help of chemical fertilisers.
Peaceful deportations, even bahuns and chettris are migrants from India during Mughal periods so how can you deport them.
I think it's better to give terai districts to India, which has more population of ethnic terai population.
It's not citizenship issue but it's illegal occupation of terai by gurkha rulers during british period.
Terai has colonial forms of the gurkha beside and anglo gurkha war.
To scape famine is narratives created King Mahendra aganist people of tarai.

@@amannsharma yup that's true, during the time of independence of India, rana regime also felled in Nepal, many terai leaders requested Nehru to include terai of Nepal in India because its 90 per cent of population were in relation to India and were associated with plain of ganges. Due to heavy taxation policy and discrimatory policy of hilly Pro british rulers. In 1950 many leaders from terai raghunath thakur, vedananada mishra ask help to Indian leaders but Indian leader ignored. They were busy in Kashmir issue, Hyderabad and Goa issue. But they failed to resolve the issue of terai.
They were busy aganist muslim during partition, but they have always closed their eyes and not able to recognise their hidden enemies so called "Gorkhas" the hidden enemy of India.
Just because they were hindu (in which they are not) always have been crushing the indians, in rebellion aganist british. The massacre of kumaon and gharwal in 1806, 1857 crushing of rebellion and 1919 inmassarce of Jallainwalabagh these gurkhas were active in participation because they always betrayed India.
Sole reason to recruit Gorkhas in british army because they always crush and massacre and so no sympathy towards Indian than other indian battlion and regiment.
Remember "gorkha the hidden enemy& enemy whicj India never recognise".
